The process for institutions to apply for eligibility designations and waivers under Title III and Title V programs for Fiscal Year (FY) 2025 has been opened by the U.S. Department of Education. The application process opens March 6, 2025, with a deadline of April 7, 2025.
Institutions seeking to apply for new grants under Title III or Title V, or requesting a waiver of the non-Federal cost share requirements for the Federal Supplemental Educational Opportunity Grant (FSEOG) or Federal Work-Study (FWS) programs, must first be designated as eligible institutions for FY 2025.
Institutions can check their eligibility status at https://HEPIS.ed.gov. If an institution is not listed as eligible, a waiver request must be submitted by April 7, 2025. Waiver requests must demonstrate either needy student enrollment showing at least 50% of degree-seeking students received Pell Grants, FSEOG, or Work-Study assistance, or core expenses per student showing an institution’s average Core Expenses per Full-Time Equivalent (FTE) student are below the average for comparable institutions.

- Title III, Part A Programs:
- Strengthening Institutions Program (SIP)
- Alaska Native and Native Hawaiian-Serving Institutions (ANNH)
- Predominantly Black Institutions (PBI)
- Native American-Serving Nontribal Institutions (NASNTI)
- Asian American and Native American Pacific Islander-Serving Institutions (AANAPISI)
- Title III, Part F Programs:
- HSI STEM and Articulation
- PBI
- ANNH
- NASNTI
- AANAPISI
