HACU List of Hispanic-Serving Institutions (HSIs)

The Higher Education Act defines HSIs as not-for-profit colleges and universities where at least 25% of the full-time equivalent (FTE) undergraduate enrollment is Hispanic (see HSI Definition for more information).

The Hispanic Association of Colleges and Universities (HACU) recognizes the following: Hispanic-Serving Institutions (HSIs): Institutions with Hispanic Full-Time Equivalent (FTE) enrollment at least 25%. Emerging HSIs (EHSIs): Institutions with Hispanic Full-Time Equivalent (FTE) enrollment between 15% and 24.99%. To qualify as an HSI or EHSI, institutions must also meet the following criteria beyond Hispanic FTE enrollment: Qualify for Title IV aid. Hold non-profit status. Confer at least one undergraduate degree (Associate’s or Bachelor’s). Please note: Being listed as an HSI by HACU does not constitute formal federal designation for Title V or other federal funding opportunities.

HACU analysis of 2023-24 IPEDS data using the HEA federal definition of HSIs:

Nonprofit degree-granting institutions with full-time equivalent (FTE) undergraduate Hispanic student enrollment of at least 25%. Findings include:

  • 236 – 2 YEAR PUBLIC
  • 191 – 4 YEAR PUBLIC
  • 9 – 2 YEAR PRIVATE
  • 179 – 4 YEAR PRIVATE
  • 615 TOTAL HSIs

HACU List of Emerging Hispanic-Serving Institutions (HSIs) 2023-24

HACU analysis of 2023-24 IPEDS data defining emerging HSIs as nonprofit, degree-granting institutions with full-time equivalent (FTE) undergraduate Hispanic student enrollment of at least 15% but less than 25%. Findings include:

  • 101 – 2 YEAR PUBLIC
  • 143 – 4 YEAR PUBLIC
  • 7 – 2 YEAR PRIVATE
  • 194 – 4 YEAR PRIVATE
  • 425 TOTAL HSIs
