The Higher Education Act defines HSIs as not-for-profit colleges and universities where at least 25% of the full-time equivalent (FTE) undergraduate enrollment is Hispanic (see HSI Definition for more information).

HACU analysis of 2022-23 IPEDS data defining emerging HSIs as nonprofit, degree-granting institutions with full-time equivalent (FTE) undergraduate Hispanic student enrollment of at least 15% but less than 25%. Findings include:

  • 114 – 2 YEAR PUBLIC
  • 110 – 4 YEAR PUBLIC
  • 4 – 2 YEAR PRIVATE
  • 184 – 4 YEAR PRIVATE
  • 412 TOTAL HSIs in 43 STATES AND the DISTRICT OF COLUMBIA
