The Hispanic Association of Colleges and Universities (HACU) established the HACU Hall of Champions to honor those who embody the mission of the Association through exemplary efforts “To Champion Hispanic Success in Higher Education.” The 22nd and 23rd inductees into the HACU Hall of Champions are Dr. Norman Maldonado, Ph.D. and Dr. Devorah A. Lieberman Ph.D., who were honored on October 28th, 2023 during HACU's 37th Annual Conference.

Dr. Norman I. Maldonado obtained his medical degree from UPR School of Medicine and Interned at DC General Hospital in Washington.

Dr. Maldonado was appointed President of the University of Puerto Rico 1994 - 2001.   Former member Board of Direct at National Association of State Universities and Land Grant Colleges, the Hispanic Association of Colleges and Universities and President of the Association of Caribbean Universities.  In 1998 he was designated Member of the National Committee on Foreign Medical Education and Accreditation of the Federal Department of Education, serving several terms.

He served as Master of the American College of Physicians and is currently Professor Emeritus at UPR.
